But at this level, the glass is missing from all the windows and the shutters look like they might fall right off if you tried to push them open or closed.

So, I wonder why. Here in Sydney, maybe twice a year, we find a resident in an apartment like this. A resident who has deceased a number of years prior. There was a woman found this year who was last heard from 8 years ago.
