This is not a building method favoured here in Oz. It was for a while, like in the 60s, when I guess a lot of people from Europe were immigrating and bringing their methods with them.
Joan, I believe that's just random garbage hanging out of the stars. Funny. Sometimes people stash garbage in odd places instead of simply tossing it in a bin. Not sure what motivates that behavior.
